across the counter, package returned, don't know why

If I buy a label via etsy to Canada with a customs forms in the label, can this be left for my carrier or dropped off at a postal box like my other etsy packages or do I have to hand it over to a postal worker across the counter? I recently had a package returned that I tried to mail this way and it wouldn't make sense having to go in person every time I have to mail to Canada. On the package there is a big red X and a label that lists reasons why it wasn't accepted but they don't apply to the package. -
-Any mail that ears postage stamps and wieghs more than 3 ounces
-Any international mail with a customs declaration that was not completed and submitted online
-any intl. mail that requires a customs declaration and bears postage stamps

You can leave the package for your carrier to pick up.

If you are scheduling a pickup on the USPS web site just make sure that you include it in the 'international' category.

I mail all of my packages using USPS carrier pickup and I generally have a fair number each week that are going out of the country.

Yes, it can. Sometimes, when a PO hasn't seen a type of label before they will reject it not realizing what it is. Take it to the PO, ask them to explain why it was returned.

If it was one of the reasons stamped on the package that doesn't apply because it was an Etsy label (postage was paid for via an electronic method/no stamps, & the customs form was submitted electronically) then ask them to educate the person who rejected it so it doesn't happen again and to accept it for mailing without additional postage since it shouldn't have been rejected.
