How buyer find you easier by tags or by titles, which is more important?

From what I know, both are equally important.

My understanding is you want to duplicate your title words and phrases exactly in your tags in order to show up higher in search.

However, I have also read that if you have separate keywords in the title and the tags, then the ones in the title are given slightly more weight than the ones in tags.

BOTH! For Etsy you Need Them to match as exactly as you can.

For Google title and description need to match(ish) to close and it's bad...IDK just plug the key words into your description "naturally"
