The new policy information is located in Edit your new shop.

You can also find links in the March 15th email from Etsy. This email contained the information about the new shop format.

Hi, Katy--love your work!! Go to your shop > edit your new shop. Scroll down to policies. I have mentioned in other threads that I applaud etsy establishing a set of policies that shopkeepers can either use or not use. Standardized policies will make the etsy site itself (and the shops in it) more professional and cohesive.
