She means the 'un-pretty' URL that facebook assigns new fan pages. It's got your page name followed by a long, seemingly random number. Once you get a certain number of 'likes' on your fan page, you can set up a pretty URL without that number at the end.
Judy, I'm wondering two things:
1. Are you making sure that the 'likes' you got are on the fan page, and not your personal page, or likes on pictures? They have to 'like' your actual fan page. In other words, do you have at least 25 'fans'?
2. Have you followed these steps to the letter? ... (from facebook)

I think I remember reading that you may have accidentally changed your personal facebook URL earlier this year. That means you won't be able to use the same name for your fan page URL, you'll have to try something else.
And remember, a lot of names are already taken, so you might be trying to change to a name that already exists.
