How do you block a buyer?

I don't believe that option exists. Assuming you have a valid reason for blocking a particular person, you could contact Etsy and explain and they could ban that customers account. That said, I haven't heard of them doing that, and you would need a very good reason with very good proof! As a business owner, you have the right to refuse business by canceling a transaction - I would put it in your policies though to protect you. Just remember if you cancel a transaction, the customer has the opportunity to leave negative feedback.

Thank you very much for the advice Ariana! This is not for me it is for a fellow friend who is seeking advise for her shop. She is having a very difficult time with a lady that she already sold a necklace to, and her policies clearly state that no refunds are make on custom orders.
Seller finally agrees to refund the lady's order and she is still receiving harassing messages. I will see if she can report her.

The seller in question has to report the person harassing her - she should send all copies of the convos in question to abuse@etsy.com and let Etsy handle it. If her policies are tight and the customer has agreed to whatever they agreed to, they no longer have any reason to be contacting her. If this customer ever tries to buy from her again, she has the option to cancel the sale on the grounds that she simply refuses to do business with her. That is allowed.
