photos, tags, and descriptions are uber important and should be your first priority. There is no sense in trying to get people to come to your store if you are not exactly ready for them.
Building up your circles is a great way to get increased traffic, favorites,and hopefully sales. something I have been doing, that has already gotten me a few sales, is to use
http://tools4etsy.com/Search for an item that is similar to yours. For instance, I sell zines, so I look up other zines. Copy the item number or the shop name. Then go to tools4etsy, under tools, choose hearting, and either search buy the item number or shop name that sells stuff similar to yours. It will give you this big list showing the people that favorite the item or heart. Circle those people. I personally only circle those on the list that have made at least 50 purchasers. This ay I know they are active buyers, and even more likely to purchase from me.
