Cannot issue refund

Trying to issue a refund and I get a notice - We are not able to process your refund
as there seems to be a problem with your card. Please update your card on file or try again.
My card expires on 5/14 and I've tried several times but keep getting the same message.

I wonder if that means the buyer's card has expired.

I don't think so because I'm the one issuing a refund to an order that has gone through.
