What software do you use to create cards?

I already have Photoshop Elements 6, Photoshop CS2, and Serif Pageplus starter edition. I haven't figured out a simply way to create card templates in any of these so I'm looking at some free card-making software or free templates for the programs I already have. Thanks!

I’ve used fotofusion by Lima pix for years. Easy to use. Easy to incorporate your elements.  This program is no longer available so I’m looking for a similar program for digital designed cards.
