It can be both. You usually get an email in a few days to let you know if they're just doing a temp thing.
If it's your first or second "infraction", it's usually only a temp ban. If you've got three strikes, though, it's permanent...... and those strikes can be years apart. I knew one lady that got three strikes over a nine-year span... and they still banned her from the forums.
