International Mailing Question

I ship single patterns in a plastic bag with a cardboard insert First Class, 4 ounces, for US destinations. A cranky Post Office employee just wanted me to pay package rate for a pattern being mailed to France, even though it met all the requirements listed on the USPS site. I refused. I have mailed patterns to England before at mail rate. Was he just being a jerk or have others had this problem?

How does everyone else mail their single patterns internationally?

Mine always go package rate. I use Etsy shipping labels.

I mail internationally, First Class package rate with Etsy labels. I quit going to the post office with international package of patterns, got a headache each time and everything could be different depending on who was at the counter.

I mail my patterns in a bubble mailer with cardboard insert. Never had a problem mailing them First Class. Just started using Etsy shipping labels this past November. So nice, just print and ship.

I use bubble mailers with a cardboard insert at First Class international package rate using Etsy shipping labels. I don't generally have a problem with it.
