Where can I find mini top hats?

I'm looking for a supplier for mini top hats, especially made of sinamay. I've found a couple that are wanting $10 -20 a hat. But, I really can't afford to pay that much for wholesale. The suppliers in China are wanting a minimum order, but I don't need 50 dozen hats. Help, please
