"Value per item" in customs form is missing for all items when first attempting to buy postage label

Description of bug

When I first load my orders page, select orders to buy postage for and click "Get Postage Labels" the list of orders loads but all of the "Value per item" fields (for international orders) are blank. I have to click "Cancel" and then click "Get Postage Labels" again to fix it.

Steps to reproduce.

1. Load the Etsy Shop Manager "Dashboard" from scratch
2. Click into the "Orders and Delivery" section
3. Select some orders to dispatch
4. Click "Get Postage labels"
5. When the modal opens, the "Value per item" fields are all blank.
6. Click "Cancel"
7. Click "Get Postage labels" again
8. When the modal opens, the "Value per item" fields have values.
