We had discrepancy between Payoneer address and address of billing information. Maybe it is not the point. But could it be a reason why we stuck in Vacation mode? We fix this and now it is the same. We have no idea what to do with this issue. No support answers what to do. No sales for 2 weeks!

Etsy doesn't re-validate any new info from payoneer, it takes the first lot only
By this you mean that billing address (where credit card pointed) should match to address on Payonner account on the moment of putting in vacation mode? Because it was mistake in the address on Payoneer. So we made correct and the same on Payonner now and Etsy billing address
I think etsy only gets the info from payoneer once, then verifies it against what is on etsy
