I'm from Descartes ShipRush, we use the Etsy API to help users ship their orders. We're seeing today that the v2 integration we use has been fully disabled today; it appears our development team wasn't notified of this change unfortunately.
They have begun work to move over to the v3 API, but in the meantime we have many shared users who are stuck, unable to get new orders or update existing ones. Is it possible you can continue allowing access to the v2 API for an additional week while this is worked on?
And as a separate question, is there someone we can speak to about getting a partner rep for addressing concerns like this?
Etsy employees rarely come here. You need to contact them through your seller dashboard or the help center.
I am pretty sure that there is no such thing as getting a "partner rep" with Etsy to answer your questions.
Also, I am not sure what you are selling adheres to Etsy's Terms of Use.

I believe their shop is some type of test environment. Not a true selling shop.
Every listing MUST be a tangible good for sale, an item that adheres to Etsy's Terms of Use.
I don't think you are understanding what I'm saying. This post is from a person at another company that works with Etsy. They are looking for Etsy employees in IT. The "shop" you are seeing is an IT testing site that most likely has Etsy's blessing. They aren't selling anything. They are using it for IT testing.

You're welcome. It's always possible one of the moderators will pass your request on to someone who can help, but I wouldn't depend on that.
The ETSY API info has told you to move to V3 for at least 6 months. I have a little pgm I made that I use to help with and it calls the API and I knew to rework it from V2 to V3 in the summer. Not blaming you, but your developers need to look at the API pages from time to time for notification of changes. Hope you get the service fixed quickly for your customers.
Agreed. Etsy didn't do this suddenly or without notice. The OPs developers dropped the ball.
