and you cannot move from new into in progress. Anyone else having this issue suddenly today?

I am having the same issue. I'm also using google chrome. It's very frustrating as I use my 'quick replies' all the time.

So I raised this issue with Etsy support and they advised me to complete some troubleshooting steps. The first step was to ensure my Google Chrome browser was up to date. I discovered there was an update that had not happened automatically, after completing the update which took seconds to do it has resolved the issue so definitely give that a try!
