I put tracking numbers for every single order and they have all been on time, yet I keep getting marked as 88% and the system says I have 10+ orders without shipping. I already called once about this issue last year and I've lost my star seller badge because of it.

We've double-checked the orders affecting your Star Seller, and here's what we found out:
- 1 order still hasn't been marked as complete even though the ship-by-date has passed.
- 1 order didn't have a tracking number.
- The shipping carrier on 2 orders didn't automatically shared the tracking events on Etsy, but we've gone ahead and manually request for an update. The tracking events are now showing on Etsy, these 2 orders will be updated on your Star Seller in the following days.
- For the rest of the affected orders, the tracking number can't also be tracked on the carrier's website.
The number entered may not be the tracking number, or a slight error may have been made in entering the number. There is also a possibility that the wrong carrier may have been added or chosen. Please check the carrier and the tracking number match. If the carrier and tracking numbers do not match, this will count as an invalid tracking number. You can check our help center article explaining how to add or edit a tracking number.
We recommend double-checking these orders by downloading the CSV file of your On-Time Shipping. Simply go to your Shop Manager dashboard > Star Seller dashboard page > selecting the On time shipping & tracking tile > selecting the ‘Download’ link next to ‘Order breakdown’.

Use Etsy labels and you won’t have the problem.
If you are sending your stickers with the "flat" rate for envelopes, there's been other posts on this, it is a continuing problem.

Check to make sure you've entered the tracking number correctly. I've had an incorrect number cause my percentage to go down. Once corrected the percentage is adjusted.
You are using Etsy labels? Package service or Flat/letter? Flat/letter only gets delivery confirmation and has not worked well over the past year or so, however Etsy did say that since using flats on Etsy labels it counted for SS.
If you are sending as a package, are you sending the package within your time frame? Is your post office scanning the package and getting it into transit within that time frame? The item has to be accepted by USPS for Etsy to recognize the bar code.
IF you are using labels outside of Etsy, make sure you are using the integration feature such as with Pirateship so the tracking number is automatically added.
If you are manually entering make sure those tracking numbers are correct. It is easy to transpose.
You may need to observe your processing time frame and how your post office is handling the scanning to see if that may be the issue. If you post office is not scanning as they are required to do then that may be why as well.
