I guess I would ask her to remove the item(s) from her cart. Sign out of Etsy - sign back in and try again.
Possibly they have mistakenly checked out with items in their cart from multiple shops?
And sadly, there is the reminder that screen shots can be faked.
Multiple shops: I don't think so, the item total is accurate. She is eager to purchase so I can't see the advantage to telling me she can't purchase because the tax is crazy high.
Clear computer cache in between signing in/out.
Have her remove the item and ask her to clean out her cache and cookies. The tax cannot be that high. For CA it ranges about 9% depending on district. That would be about $12 depending on shipping costs and payment processing fees.
It's possible the buyer is trying to pull something? I would be leery about going ahead since the buyer should know the approx. tax cost.
@ArtDollsbyJD I don't think she's trying to pull anything. She's waiting for it to be fixed before purchasing. No suggestion of a work around etc.
Is the amount of $193.15 the total with shipping and tax? Have they chosen a priority shipping method perhaps?
