My message response rate is 100% as well as other badges are above target, however, I have not been issued Star seller badge saying get more speedy replies, when my response rate is 100%? 

I believe I should have been awarded with star seller with all 3 badges above targets.

You're probably looking at the current period, which is issued November 1st. You likely had a message in the July-Aug-Sep period that disqualified you for the Oct. badge.

@KLifeCreations: What does the appropriate CSV file (for "Last Review Period") say about how many messages Etsy thinks you did not answer within 24 hours? Remember that the stats you now see are for the November star (August, September and October).
