I work very diligently to build my store - ElectroKinetics.
With this in mind I always respond quickly to any messages and had a 100% response rate until:
I purchased and downloaded a SVG file on ETSY.
The store sent me a simple "Thank you" in messages which by any measure did not require a response.
So, I did not and I found that my message response rating went from 100 percent to 50 percent.
With understanding I should have responded to something that did not need a response, so I did but the damage was done.
Is there any way to have this reviewed and corrected?

The bots do the reviewing, they do not read the mail, they just see a message not replied to. Since the inception of the ss it has been that ALL initial messages had to be responded to, with either a quick reply or marked as Spam. You could try marking it as Spam, it won't give you the star this month anyway, but should bring your #'s up in a couple of days.

I am assuming that marking it as spam will not effect anything on the side of the store that sent the Thank you. It would certainly not be good if it had a negative effect for him.
I will mark it a spam if it does not hurt the store saying "Thank you" otherwise I will not.

No it shouldn't hurt the store but if you get any other messages from them, they will go to spam, too.
