I met all the requirements in November to become a star seller but it only gave me 2 badges no star seller badge.
What should I do in this situation?

Today's stats are for the next badge.
It's a new review period. Look at last review period for the stats to make today's badge.
Yes I downloaded the message history and it is above %95..
@LovestGifts: Have you checked the applicable CSV files to see what Etsy thinks is missing? Remember that the stats you now see are for the December star (September, October and November). The "Last Review Period" shows the stats for the November Star (August, September and October).
My stats are including any activity up to Nov. 30 2022. Not sure how they know what I will do this month. I wish I knew what the month will bring.
They don't.
It's counting what exists - sept and oct, and will get up or down based on your activity till Nov 30th.
This is how it's always worked.
Etsy said I had four items missing tracking, which is incorrect they have tracking. So now I have to provide them with the info and HOPEFULLY they will update the incorrect info and restore my shipping badge......not going to hold my breath. Now my reputation is questionable because of THEIR mistake......thanks Etsy. They need to provide the sellers with this data PRIOR to publishing to the next month in order to allow any discrepancies to be addressed.

There's nothing wrong with your shop's reputation. I can almost guarantee buyers aren't paying attention to Star Seller badges.
I have the same problem.
As I mentioned above, this data needs to be provided PRIOR to publishing so these types of discrepancies can be addressed and corrected before publication. Do you have the time to spend researching this and following up with Etsy to get it corrected? Right now I don't.

Oh I did, in the last 3 month I had 33 messages and one message that was Spam from a seller was not answered. Even if you count that - that makes 95,7% and not less than 94%. What can we do?
It says so but is is not true. The message response rate is above %95
