Speedy Replies and Reviews Badge not unlocking

For several star seller evaluations I've had the green check next to reviews and responses but those badges are not unlocked.  I don't have enough sales yet to get star seller but I have everything else. When do the other badges unlock?

It's a tiered system, you can't get the SS until you get each badge. 

You can't get any of the badges until you reach the minimum sales figures.

Which means you don't get anything until you reach the sales minimum, regardless of where you're at with everything else.

@ForTheLuvOfHomeCo: When Star Seller is calculated and awarded on the first day of the month, you first need to have met the initial three criteria (time since first sale, minimum number of orders, minimum sales volume) to even be considered for the three badges. The Star is then awarded based on if you received all of the applicable badges.
