There’s a person who is literally stealing the works of hundreds of artists and Etsy couldn’t care less! They literally told me yeah get an attorney involved and we will see about that when I’m a small business/artist who trusted them! I have no idea what to do! Could someone please help me??

You need to file a DMCA form with Etsy, who will then deactivate the item on the other shop and issue them a copy of your claim. If they want to chance it, they can file a counter claim, and Etsy then gives you 10 days to show evidence that you are taking legal action to protect your IP. If you don't do so, after the 10 days, the item will be reinstated.
However, you need to ask yourself some difficult questions.
Are you prepared to take legal action, and cover the costs if you lose?
Is the item by chance one of your Taylor Swift themed items?
Are you aware that you cannot use Taylor Swift's name, image, album or song titles without licensing? TayTay is well known for being fiercely protective of her IP.
I'm not sure it is a good idea to bring your infringement to Etsy's attention, let alone the courts, and you can bet your life the other party will use it against you.
You have 61+ listings of Taylor Swift items, 3 Harry Styles, I didn't look any further.

I get the angst when someone steals your work/name/likeness to make a buck.
Taylor Swift likes to hire lawyers. Beyonce does too. Periodically both send teams through online places like Etsy.
IP infringement can be shop closure/fees/legal action and...depending on situation...jail time.
