Etsy does not come here often. You will need to contact Etsy to let them know.
However have the buyer check their spam file for the email as well as check their email provider. Email providers do change rules, Also emails that come through free email can have issues with distribution and be lost. If using a heavily encrypted email system, the email may not have gotten through.
