Shipping Profile Problem

I only have one shipping profile set up, with shipping only to the United States. Today, I have an order from the U.S. Virgin Islands, even though it is not in my shipping profile. I really do not want to ship anywhere but the continental US (50 states). Would appreciate a fix for this.

US Virgin Islands are part of the US. You can't just ship to the 50 states.

The U.S. Virgin Islands is a country that is a U.S. territory, as are American Samoa, Guam, Puerto Rico and United States Minor Outlying Island, all of which are separate choices in the list of places you can ship to. They should all be included in "United States" or all separate, but not both.
