Why has Etsy not blocked the IP addresses?
First order June 28th Scammer use 5 different names and order the same item 6 times with same shipping address. This is unacceptable that this person can continue to buy on Etsy. Etsy has cancelled 5 orders and one order is still pending payment. Please fix this attack on my shop.

@VintageByTiffinie It's Etsy's payment processing company who is rejecting the payments, not Etsy.
@VintageByTiffinie: You are assuming that the scammer (if they are) is using the same IP address. It sounds like an attempt to check if (stolen?) credit card numbers are valid. Clearly the payment processor's fraud algorithms are working. This is probably not an attack against your shop but rather one of your listings was chosen at random. Keep in mind that you might be having 100 orders a day being rejected by the payment processor before the point that you are notified of an order.
"Please fix this attack on my shop." Just so you know, even if Etsy Support or the Help Pages sent you here this is a seller peer to peer forum, and should not be considered a way to contact Etsy, if that is your hope (although Etsy does sometimes read and reply to posts).
@BagmakerSupply When this happened on my website, I was using Stripe as a payment processor and could see the backend report. I was getting 10-15 orders a minute for 2 days, with 99.9% were blocked. Two orders went through, and luckily I realized they were fake and canceled them. I had to set up additional security on my site after that.
You do realize that people can use a VPN? Not to mention not all IP addresses are fixed. Sounds like you may have someone using your shop to check stolen credit cards. Likely Etsy has blocked numerous orders for every one that went through.
Suggestions to protect yourself:
Etsy does appear to be catching and stopping those orders, since you've said they've been canceled. But without knowing how many IP addresses the scammer is using, there is always the possibility one will get through, so stay safe.
