Rearrange Items Pencil Indicator Gone

For the past two days I've been unable to figure out how to manually rearrange listings in my shop. I can change the setting in Shop Manager to show the most recent, but the pencil icon that I would have previously clicked to add featured listings and rearrange listings in my shop is gone. 

What am I missing? Anyone else having this issue?  I checked Etsy's help section and there are no updates to the previous knowledge base article. 

A basic how-to for this function with the new, cleaner interface would be appreciated. Thanks!

Shop dashboard - down on the left by your shop name click the pencil there - then click rearrange.

Unfortunately, that option - the one I had previously been using - is now gone as of two days ago. I think Etsy may be trying something new, but I wondered if anyone else had experienced this and found a workaround.

@AiArtOriginals  must be a test because I still have it my shop.

For me, click "edit shop" at the bottom right of the shop banner. Then for my featured items I have a pencil, do not click that. Just above my items listings, there is a new "rearrange items".

To rearrange, I hit rearrange and then I pull the photos around. I don't recall there ever being a pencil except to go into edit mode with the pencil in the banner  which also says edit shop.

I know longer use the featured which I think is to be done in the listings manager now instead of shop home page.
