This is the second time someone has made a purchase on my Etsy account even after changing my credit card for the second time.
I never make purchases on Etsy, but Etsy does require a credit card to be registered to transfer or disburse our sales (money) to our bank account. Credit account description: "Etsy.com - decomailbox Dublin" Unable to contact Etsy.
What can I do to avoid this situation?

@DecoMailboxes Sellers are required to have CC's for refunds when there are not current funds available in your Payment Account. Are you sure it wasn't a refund?

It sounds like you need to change your Etsy password and turn 2 factor authentication on.
are you sure it wasn't a refund?
the card number in the billing section, is for billing only, it is not the card number you purchase with, and only the last 4 digits are displayed
that's set up in a different section of the account, I have a different billing card number, than the card I purchase with,
as the billing card is attached to my business account, whereas my purchase card is attached to my personal account
You can also delete any card you have set up to purchase with.
Change the password to your Etsy account and request a secondary authorization. You might try contacting Etsy by entering a help request under Finances. I was able to get a phone call immediately to talk to someone yesterday. Have you tried looking up the other Etsy seller/buyer?

That would be a charge to relating to your shop, not a purchase.
Usually paying fees, but could be a refund.
I checked my buyer's credit card and still had my 4 numbers on my card. I deleted my buyer credit card, when will re-register my card just for money transfer, is this a good solution ???
And I will change my password.

It is not a refund, when it is a refund, there is a (-) just before the amount.
not a refund to you, a refund you've made on etsy, that etsy has to take funds from your card for.
But these refunds, do they all come from Dublin ?
Normally, these transactions should appear in my payment activities.
Have YOU refunded anyone/canceled a sale lately? Or even had a zero balance and ran up charges with ad fees or listing fees etc, If so and there is not enough in your account to cover it the charge will go onto your card on file. If it is an immediate refund//cancel those funds have not processed yet..they will later but the charge is already on your card. The original payment processes to your account and eventually your bank and you pay the CC charge (PITA) If you remove your card Etsy will suspend your shop..you need to have a card on file to operate a shop. Yes it can say Etsy Dublin esp. if you are not a US seller. They used to let a negative account balance ride for like a month before you had to pay it..I don't think that is stll the case..I have auto billing so not sure. I do get refund charges to my card sometimes..hate those. Even though it is covered eventually, still a hassle, but I assume Etsy got left holding the bag too many times.
Could someone hack your card? Yes but probably not via Etsy and if they did they'd probably not be buying on Etsy but loading up at an electronics store. My health savings account VISA got hacked and they spent the remaining $800 on it at a Target in NJ. The VISA paid us back..not sure why they allowed a health savings card be used 6 states away to buy a TV at a Target anyways..and it was even denied a couple times as they were putting things back until it was accepted. Really made me mad because the only place it was used was my cancer doctor, gyno, regular doctor and a lab. Someone knowingly ripping off a sick person or hacking those places because of crap security.
When you receive your deposit to your bank account from Etsy, your Etsy account balance becomes $ 0.00. Etsy draws your monthly fees (listings/renewals/commissions/etc..) from that balance. If your balance was not enough to cover monthly fees on the day that Etsy charges you for monthly fees, they will charge your credit card.
I have seen other threads with the same "Etsy.com - xxxxxx Dublin in the forums before. I believe this is a charge from Etsy to your credit card for balance due for the amount that was not in your Etsy payment account at the time they charged your monthly fees.
OOOHH ! O.K. I canceled and refunded a customer, yes, but I didn't believe that Etsy was charging me an amount.
In this case, there would be reason to charge the customer this amount !!!!
You don't have the full amount to refund them, because you paid fees on it.
If you don't have enough if your payment account, it charges your card on file.
You then receive your fees back, making it even.
If the full amount of the refund was not in "available to deposit", then etsy takes what it can from "available to deposit" and the rest from your card,
This can happen if the amount was already put into your bank account,
or if it's s same-day refund, where most of the money is still in "current balance", not "available to deposit!
Customer paid you "$50" then decided to ask for a cancel. You have the $50 but it has not processed into your account yet. (or it has been a while so the $50 is already deposited in your bank) You just had a deposit/payout to your bank so your account balance is zero or not enough so the refund goes on your card on file in whole or minus whatever was in your Etsy account. The customer gets their $50 back on their card. You get the original $50 in your account and eventually that is deposited into your bank for you to pay off the $50 charge to your CC..so everybody is even. Etsy doesn't keep fees on cancelations but they may add them back to your account in sort of a confusing manner. Look for the original transaction number and all line items in your account that have that number attached. It is like reading a checking/bank account statement
