I have a technical question to ask. Perhaps you have experience with this, particularly concerning both EU countries.
The product was initially ordered from the Netherlands (this is the ship to address), but the customer has requested delivery to Belgium. ETSY is collecting VAT, and I will attach the IOSS number and the value of the order. However, the customs declaration will differ from the shipping address.
Might there be any potential technical complications with the tax collection and adherence to IOSS regulations in this scenario, considering the variance in the customer's original country?

To be covered under seller protection you MUST ship to the address provided at the time of purchase on their invoice. Do NOT ship to some other address. Tell them you can cancel the sale and refund and they can re- buy the item with the correct address on it.
That is just asking for trouble. I live in Belgium and Custom's are really really strict here. Any detail not complying and they might confiscate the shipment and even destroy it.
