No, etsy does not let you change your payoneer account.
The only thing you can do, is get payoneer to re-instate your payoneer account
As far as I know - Etsy will not allow you to change the Payoneer account once it is integrated with your Etsy shop. It might be better to go back to Payoneer and ask them if they can reopen your old account.
