Make sure you have added a valid payment card for paying fees.

You are in India, so you use Paypal for your payments, buyers can pay with credits on Paypal without needing to be a Paypal member. 

From the Payments section of the Help pages:

Etsy can only offer payment services in certain countries at this time. We are working to support additional countries in the future. Stay tuned to the Site Updates section of our Seller Handbook for updates.

For sellers in India

Sellers in India can use India Payments (powered by our third party payments partner) to offer UPI & Net Banking as payment methods to India buyers and PayPal to buyers outside of India. Learn how to enrol.

@VBArtistryy  you are replying to an old post and nobody here on the forum can help you solve the issue, we are only other sellers. You need to contact either Etsy or Paypal support to get help.
