I have been having the same issues for several days! it shows I have 51 orders without tracking information, something that is totally false. Not only all my orders have tracking information, many have already been delivered! I have filed a complaint via chat, which is the only way that is apparently available, and basically have received a brush off on this problem from Etsy! As per chat a few days ago, Etsy apparently has no plans to fix this problem anytime soon, if ever! One chat rep told me he was able to see all my orders have tracking numbers, but all he could do is referred the matter to a "team" that could look into this further, which of course, never happened because the problem is still there and it is getting worse. So please, if anyone else is having this issue, please post it, maybe together we can get Etsy's attention.
