From last few weeks, I am trying to open etsy Help support, but it is not loading actual site through which I can contact them. It is showing a page where it is written:
Etsy just had a hiccup.
I tried to refresh the page again and again but it is showing same thing. I am seller from India and want to contact them regarding a issue. Can anyone help me?
You don't need to go through the Help Center. There is a direct link to start a support ticket in shop manager.
Just go to Shop manager > Community & help > Contact us. That will open the page to start a support ticket.

I will say that the phone support rarely knows the solution to the problems. The typical response from them is to put you on hold while they "investigate" the issue, then after a long period on hold, they refer the problem to someone else who will only communicate by email. I was referred today. I asked the phone support person what they were going to tell the email support person they gave me a completely different take on why I called that had nothing to do with my specific issue.
The passing of the buck to email support has never led to a solution for me. Pfff.
That doesn't work for me. It sends me to the Help page, which at the moment does not work at all. I'm getting the "hiccup" error page. And I've been unable to "sign-in" when I'm in the Help section from my other shop so can't reach any support desk as you have to be signed-in to get support. I am signed-in to my shop, just not to the Help page. And of course, I have a major issue with that shop as it's been de-indexed.
I have requested Etsy support a number of times and have had NO response. I am having issue with coupon given as thank you for purchase and somehow it is being used multiple times. Have sent numerous requests. Also somehow people are using more than one coupon for same order I have have put only 1 coupon per order. I dont understand why it is so hard to get help. They take their money up front. Also I was charge a fee for an order they said etsy advertising. It was a lie. I sent my sister a link for an item for her to look at it next thing she gets a link from google ad. It was me that initiated the order yet they took credit for it.
@JaxsFabrics: You have listed a number of separate issues:
1) DO NOT open a new issue or contact Etsy multiple times about the same issue (doing so closes the one you already opened and puts the new one on the bottom of the pile). Every eMail from Etsy support will have a link something like "I Still Need Help". Click on that link (or actually reply stating that you still need help) to keep the report alive. You may have to do this innumerable times, but once on each Etsy reply before anything is done but do not give up.
2) Coupons may be used multiple times until they expire (if you added an expiration date). If you intend a coupon to be used only one time, then you need to create a coupon for that person and deactivate it once it has been used.
3) Your sister probably clicked on some ad that was attached to you. Any "click" on any ad for your items will haunt you for 30 days. You can get details on which ad and when in your offsite ads page.
