My data shows 0% of items shipped on time. I actually had 2 orders (and many more digital downloads) over the last 3 months. How can I dispute the info?

Star Seller metrics are automatically run by bots. There is no way to dispute them.
Etsy has directly said they have no access and cannot - and will not - retroactively award the Star even if there is a mistake.

You need to check the applicable CSV file on your Customer Service Stats page (last review period for September 1st star) to see what Etsy thinks is late or otherwise has something wrong with it. In particular make sure that *Had processing time?* = yes, *Ship by* has a date, *Tracking/label date* has a date, and *Shipped on time?* = yes. Remember that Star Seller dates / times are in UTC not your time zone.
I presume you mean that you had two orders that were shipped, and the rest were digital downloads?
If that is the case, did you send the two physical orders with tracking? If not, they will count against you for Star Seller as you require tracking for all orders requiring shipping. Without tracking Etsy cannot verify the order was sent on time. Etsy doesn't count instant downloads against you, but 2 out of 2 physical orders sent without tracking for Etsy to follow may count as 0% of shipped items sent with tracking. Even if Etsy included the number of digital orders (which I am not sure they do, I think they just don't count them at all), you would need 38 digital orders to counter the 2 physical orders. Did you have that many digitals in the assessment period?

Etsy never fixes Star Seller, in fact a while back they changed the criteria that they use to award (?) the Star seller. I cannot qualify.

@PauletteBaronDesigns I don't see any customer service badges on your shop* which usually means you did not meet the initial criteria of 5 sales and at least $300 in the last 3 months. If that's the case then it doesn't matter what your other ratings are.
*I can usually we the badges on each listing page in the shop overview section - unless Etsy has changed it again.
