My In Stock Quantity of 20 is now appearing on my Listing to Buyer as an Option Drop-Down box to purchase 1, 2, 3.....20 at my one item price. I've not set up a Variation to create this -- but somehow Etsy has. So I changed quantity as 1 -- and now it's showing only 1 available. Help please!
If they select 2 it will be the correct amount once in the cart. It will be your 1 item price x whatever quantity they select. Just like every other online shopping site.
If you have more than 1 of an item available and list it with more than 1 for quantity it will add the quantity drop down box for items under $20. If it's over $20 the quantity option will be in the cart once they cart the item.
So to clarify....under $20 multi quantity listings will show the quantity drop down. Over $20 multi quantity listings will not show the quantity drop down in the listing but it will be there in the cart once a shopper carts the item.
I think what @WitticismsRus means is that OVER $20 multi quantity listings will not show in the quantity drop down in the listing.

I wish that one of the Etsy moderators would explain the logic behind not showing quantity on items of over $20 and of how $20 was chosen although I suspect that some test showed it increased Etsy's income.

It's always been that way when you list more than 1. If they choose four from the dropdown, they will be charged 4 times the item price, so you will get your money. You just don't have to keep renewing it manually all the time or losing selling position because you didn't notice it was sold out.
And the customer knows you have more than one if they wanted more than one.
