I understand why ESTY needs to be certain that products are delivered but insisting on a tracking number is too inflexible. We sell restored furniture with sales values around £1,000. We do our own deliveries - or we use small, specialist couriers so we don't have tracking numbers. Surely it would make sense for ETSY to release funds when the customer confirms delivery? But ETSY won't do this. 30% on hold for a £1000 order is a lot of money for a small business. Has anyone found a way round this?

If you can't supply tracking that they can access using a 3rd party company called Aftership -- then you have you wait out the full 45 days before they release the money.

except, work out why you are on reserve, and see if you can change that.
I suspect that what added to their decision to put you on reserve is the fact that your shop announcement hasn't been updated since Christmas 2020, and that you haven't had any sales since late summer of 2021.
To Etsy you are like a new shop, or a shop just now starting over, and many new shops are being put on reserve. It also means you'll have to prove yourself all over again.
You will also want to take a look at your policies to make sure they are up to date according to long-distance trading laws, because Etsy looks at that as well.
