Mistakes with meta "alternate" tag. Bad languages support

Hello, It's more technical ticket. Please pass it to developer team

 

I just discussed with coworkers how we're going to implement translations in OUR project, and I used Etsy.com as a good example. 

You have translation for website interface and for user generated content - and it's great !

But during discussion, I opened website source code and looked at <head> the section and saw many "alternate" tags.

For example, you have tag

<link rel="alternate" href="https://www.etsy.com/it/" hreflang="it">

Which means: on address https://www.etsy.com/it/ you can find a version of our website in Italian language.

Expectations:

I'm opening https://www.etsy.com/it/ url and see a website in Italian language

Reality:

I'm opening https://www.etsy.com/it/ url and see a website in my Browser language.

 

Suggestions: 

- Make url part more important for language picking

- or remove alternate tags
