I received a question about an item, about 10 minutes went by and I responded but was unable to due to my messages being temporarily disabled. I have never reached out to anyone myself, only responded to messages. A few weeks ago I was hit up on messages by "SEO Experts" looking to sell me on their service so I marked them as spam, but I doubt that had anything to do with it? Etsy chat is unavailable so I sent an email, but I'm worried about my perfect streak of 24 hour response time being broken if they don't restore it by tomorrow. Any other suggestions? I see on another thread somebody mentioned a "link to restore" but didn't post further details.
I agree that I don't think you marking a message as spam would be the cause here but who knows. You could request Etsy to give you a call here:

Normally after a period of time the convos come back, but in your case it sounds like a tech issue and you'll need etsy to fix it. There are lots and lots of problems right now so it could take some time for them to get back to you.
If it's possible, what I'd do is mark the message you can't respond to as spam for the moment. Once etsy fixes the issue with your convos you can go in the spam folder and pull that one up and reply. That will hopefully preserve your SS badge or the attempt to earn it by responding in 24-hours.
