Every new listing I am making, the "allow buyers to make an offer" is selected by default. I think it is a new thing because it is only showing that way on my newest listings. Just a heads up to double check your listings
I had the same thing happen. I had to remove it manually.
Etsy almost always makes the default option the one that is most likely to create a sale for them, whether it is good for the seller or not. Automatic renewal vs manual renewal is another good example. Always check everything before finalizing a listing submission. Showing Priority Mail as the checked option on the Label page is another they have done before, even when Ground Advantage is the option that should be checked.

I don't know how or when it happened, but Etsy changed ALL my listings to accept offers, not just new ones. I only opted in on certain listings, so had to go through every single one and change it. Not OK to do that without my knowledge or consent.
This has happened to me as well and I can't turn it off. Although people are checking my listings and telling me that they do not see it turned on. Seems like there is some weird glitch happening.
Has anyone else noticed your responses changing back to "yes" ever after you save it as "no"? It seems the only option may be to turn it off for all listings.
I think I've figured out that every time I go into a listing to make a change, it turns make an offer back on. Same if I renew an expired listing.
@ACharmedStory That is exactly what is happening in one of my other shops. Regardless of how many times I move the option to No offers, it resets to make an offer therefore activating Make an Offer on all listings in my shop. UPDATE what is interesting is when I look at the impacted shop from one of my other shops, the Make an Offer does not show on some listings (purchaser facing) despite the fact that when you go to edit the listing, it says it is turned on. Sigh, who knows, I'll just roll with it all.
I wondered what was happening. I can see an offer maybe on a vintage item, but I had an offer pop up for a hand made item. I'm not here for that. How do I change this back to no offers. Also does this only do each item as I list them or when I do this does it change for each item I list in the future? When this first started I did say yes to my vintage items only. I don't like that etsy just chooses to make decisions for us without our knowledge.
Is this a new feature that has only just started? I don't seem to see this, I've just added new listings and I've been renewing expired listings but have not seen this new feature about making an offer?

It definitely surprised me when a buyer sent me an offer….i had never had that happen before
I don't see a date on the article linked above, but offers have been available for several months now. However, as the title to the article says, this is an "optional" feature. No one should be getting surprise offers on their listings.
As we have seen from Etsy before on other issues, however, they tend to make changes to sellers shops they think will lead to increased sales for etsy. So it doesn't surprise me if on new listings they default to "Make an Offer" and you have to unclick it before you Publish. I would keep an eye on older listings as well, to make sure they didn't go in and add that to the listing.
Thank You for the Heads Up. This is something which should not be a default, and Sellers come across it by accident.
I have finally noticed that it is set on as a default for each new listing. Why do they do this? I will have to uncheck each time I do a new listing I guess.
