Live chat, phone assistance

Hello, I was trying to contact the assistance over telephone but the website would let me insert 7 digits only while my number has 10 digits. So I contacted the live chat assistance and the guy was not helpful at all, he said he didn't have the tools to determine the kind of problem and closed the chat. I tried to contact again looking for someone else to help me and now the live chat doesn't work. 

What's happening here? The quality of the Etsy assistance is really low lately... 

Update: after 10 minutes the chat was working again
