You can't.
Etsy doesn't allow payoneer, and etsy payments are not available for Pakistan.
Paypal is your only option on etsy.
Different countries and their banking systems have different rules on what type of payment methods can be used in there country. If all you have is PayPal then that must be what your country allows. There isn’t really much that can be done.
