Is it a tech issue if I don't receive responses from Etsy via all channels?

Hello, 

My new store was suspended due to missing tax information. After I updated tax information my store is still suspended (but shows all information as verified) and I can't reach out Etsy support for a month. I tried:

1. Chat - no answer

2. Help ticket - submitted two - no response

3. Emailed back to confirmation email. 

Do I have technical issue? How to reach out Etsy?
