There is an option on etsy to set shipping price differently for domestic and international.

There is a bug with this function since the new user interface for new items is active.

The different price settings are not reliably adopted.

Depending on which version you edit the articles and then save.

Very annoying.
I have an order from Germany to the USA today and now have to send it at the shipping price for Germany.

Are you sure it is an Etsy error?  Check your listings to make sure they are all assigned to the correct profiles.

Yes there is a bug with the domestic/global item price in the new listing format, you need to use the old format. But that is item price, not shipping.
