Had the same issue. I've finally given up on star seller. It was an interesting concept that I really liked when it was rolled out, but Etsy is not providing the support for this program that they need to. I've worked with them directly on issues related to message responses, etc., and they are aware of some of the bugs and technical issues on the platform that interfere with a shop owner's ability to achieve a star seller rating. I've decided it's not worth worrying about it any longer.
