Nope, Etsy's not down.
Unless Etsy has "fixed" something, the error message seems self explanatory. Scroll down the page and it should show you what they think is missing. Also are you trying via browser or via Etsy App?
Maybe you should be giving dimensions, what fabric the bag is made of and what materials you use to do the design.
