Try it and see what it says - I have FSG so I got a message that it wouldn't apply to US customers so I backed out of it.

What I'm saying is, I don't know if you have FSG or not so you might get a different message than I did.

marketing - sales and coupons - run a sale - drop % off to free delivery - tick box domestic only - enter a minimum order qty - enter dates/tick no end date - give it a name - save.

If a buyer cart's $35 and you have the FSG, then it will apply. If they cart less than $35 but 7 items, then it will apply the free shipping sale you just set up.
