Interesting, there was just another seller from Greece having the same issue.

I wonder if there is a tech issue overall there? The other seller was able to get help by contacting Etsy. She was not able to get her 9-digit security backup codes to work either.

If you have the 10 backup codes that Etsy showed when you first setup 2FA, you can try one of those. But that didn't work for the other seller in Greece.
