Help! Can't Make A Purchase

I am having difficulty making a purchase. I am a seasoned Etsy buyer, so that is not the problem. When I click "Add to Cart", or try to purchase from an Offer in Updates, I get the Etsy Purchase Protection handshake blue bar. This began last night and I thought it a temporary bug, but I am still having the same problem. Any assistance would be appreciated.

@converde   I couldn't find any recent offers under my Update bell icon, but try going to your Profile - there is "Your Offers" there, and you can click to apply the coupon before adding to cart (clear your cart first).  Give that a try?

I get a lot of strange things with Etsy.  When I clear my history/cookies, it will sometimes clear up.
