HELP WITH TECHNICAL ISSUES WITH PROMOTIONS

Simple explanation – I have set up multiple promotional offers for Free Shipping - Minimum Order $100

Etsy keeps stating the following -

You're offering a free shipping guarantee: Buyers in the US will not be eligible for this sale. If you'd like to offer this to US buyers, you can turn off your free shipping guarantee in shipping settings while this sale is active.

Firstly, I only sell to the US ... Secondly, I do not have Etsy's $35 free shipping guarantee enabled. Lastly... my promotion is set to 'domestic only'

I've spoken with someone from Etsy who created a case, but I have not heard back and nothing has been resolved...

So I welcome any answers from experienced sellers who can I offer guidance on how I can remedy this.

My problem is ... I want to offer this promotion... I have attempted to set it up multiple times and I'm unable to do so. It's hurting my ability to offer this promotion to my customers, ergo potential sales...

@PatriBellaVintage  I meant ignore the message if you were still able to do what you needed.  

It sounds like having the free shipping over £35 is clashing with the promotion you want to create.  Have you checked you don't have $35 free ship enabled?  Go to Shop Manager - Settings - Delivery Settings - Click Tab at the top which says Free Delivery Guarantee and scroll to the bottom of that page to see if it is on and then switch it off.

When I put 2 items in my cart, I got a 10% discount but I was also not charged for shipping at $94 (total with discount and tax) although nowhere did it say free shipping, it just wasn't there.  When I added a third item it then said free shipping.  Something is glitching in Etsyville.

@JJewellerySuppliesUKyes I did, I've never had it enabled but I checked anyways and even tech-support confirmed that it's not available. I did get somebody on the phone and they opened a case.... but they've been a unable to give me an answer as to why I'm unable to run this particular promotion.
@NoFrogsAllowedI do have a promotion offering a 10% discount for two or more items.... and I extend free shipping on all orders over $100. I usually have to manually adjust my settings though, it won't let me run a promotion for free shipping w/ a minimum order. That's the problem.
So in your case, you found out by happenstance because you put two things in your cart. But most people aren't gonna get that far in the transaction to know.... they'll most likely just passed me by.

I wish I were able to upload an image so I can show you exactly what happens when I attempt to complete this transaction. The promotion goes through – but with a disclaimer that it's not visible to buyers in the United States
