Free listing didn't add up

Hi, I received an email saying I got free 40 listing but it didn't add up to my listings. They said that it was because of the country but I was able to get my free listings on my other shop that has the same location. I don't get why they wont be able to provide the listing in my shop when I was able to get it in my other shop

If you are talking about the 40 free listings offer you get when you refer someone and they start a new shop, that only applies to new sellers opening their first shop, you can't use the same offer to open a second shop.  You can't transfer free listings between shops either.

And each link is unique to each shop.

So if they send their 2nd shop invite link to someone, and that someone opens a shop... I don't see why (and given the email) they actually didn't get the listings.

No, I'm not transferring free listing. I got the email for this shop that someone started their new shop that's why I got the 40 free listing but they said that they can't provide it because of my country. But it's the same location I used for my other shop where I don't have any problem getting free 40 listings. So I'm confused why.
