Hello. Over the weekend I had a potential customer contact me saying they had several items in their cart. They had a message stating they qualified for free shipping (I offer free shipping for orders over $35), but at checkout they were being charged for shipping. I also have a 'buy two items, save 20%' offer going on right now. I've suspected in the past that when I have some sort of sale, the free shipping is not being applied. I don't necessarily have an issue with this, BUT if that is the case, there should be no message telling them they qualify for free shipping. This is confusing to the customer and probably causes some of them to abandon cart.
Ask the buyer if they had items in their cart from other shops.
